Default Report Definition missing

I've created a new report definition and batch version but can't seem to associate them.  I've done it previously, but this version doesn't give me the option.  See attached.  Is there a way to get this to associate.  The report ends up being the JDE UBE layout and not the BI Publisher pdf.
