Hi, Can I apply discount specific to a warehouse or organization in R12.1.3?

We have requirement to apply discount based on a region within a country. Since sales territories can be used if Trade management is installed, we are planning to apply discounts based on warehouse or organization. Can you please help if discounts can be applied for specific region, if not, based on organization?
