Upgrade only PY enviroment from 8.12 to 9.1 new servers

We want to migrate only our PY812 environment with (Business Data and Objects) from 8.12 to 9.1 on new servers so can anyone please guide me. do i need to run full upgrade cycle on new 9.1 servers (PS - DV - PY) but i don't need anything from DV812 or PS812 previous environments. is it possible to go without DV812 environment. just can i create the upgrade plan for PY812?
