After Clone Active Users Request shows No Manager

I have a sev-1 ticket that I need to apply a patch for so any assistance would be great.

Applications Dashboard: shows a green status for both the APPS and Database Tiers.

When I go through my health check and execute the Active Users Request I get an Phase-Inactive and Status ‘No Manager”

When I query the Concurrent Manager status I show the Standard Manager Target and Actual processes as 0. I have shut down the APPS and executed the CMCLEAN and committed twice..

The System Profile: Concurrent:GSM Enabled = Y
