OPatch Version issue for Oracle software releases 11.1.0.x

Doc ID 224346.1 says Patch 6880880 brings OPatch version to 11.1.0.10.3 for Oracle software releases 11.1.0.x (March 2014)

Now if we download the same patch it is showing the version 11.1.0.10.2 for Oracle software releases 11.1.0.x (May 2014)

How can a subsequent March 2014 version 11.1.0.10.3 come in at a lower version May 2014 11.1.0.10.2?

Any thoughts....?
