Essbase report - Smart View add-in not loading when opening from web

We have a template report against Essbase built using Smart View ad-hoc mode.  When opening the file from EPM workspace or any other web page the Smart View ribbon does not appear in Excel.  If we open excel prior to opening the file the ribbon stays and works, so we have a work around, but do am looking for a cleaner way then telling a couple hundred people that they have to open excel prior to opening the excel file.  We are running IE9, Office 2010, EPM 11.1.2.1 and Smart View 11.1.2.5.000
