Manual tax line entry

I am trying to manually add a second tax line to an invoice line item using the Tax button on the Invoice Line Details form.  I can manually add a row and add the Tax Regime, the Tax, and the Tax Status, but when I reach the Rate Name field, a get a message that says the Rate Name LOV contains no entries.  The tax allows manual entry of tax lines and the tax rate has a tax rate name.  Does anyone know how to populate the Rate Name LOV on the Detail Tax Lines form?  I'm guessing that I'm
