Stop new shipment number

I am currently testing transportation on release E9.1. We are using via transportation P4205 for a pack confirm function. The issue I have is if a sales order line is for 20 cartons (using dual uom functionality), and I confirm to specific lots 2 cartons to the first lot, and 3 cartons to the net lot, sales order lines gets split correctly, but allocates a new shipment number for the line not yet pack confirmed.

Multiple pack confirms may occur before the actual shipment of the whole order occurs.
