BI Publisher does not handle page overflow correctly when I change report overflow line number

I am pretty new to BI development and I have encountered some strange behavior that I cannot understand, and I am hoping that somebody can help me out.  I want to say that I have REALLY APPRECIATED the timely and excellent support that I have received in this forum, without which I would really be struggling!   I have been working on a standard "statement" type report and I am really close to getting the PDF output just how I would like it; we plan of emailing it directly to our customers instead of mailing it like we do now.  The
