Approval Framework - Workflow prior to Budget Checking.

Rhode Island College has been using Virtual Approver to approve requisitions while on 9.1.   We customized this process so that all of our requisitions would have a valid budget check prior to going to workflow.

I have been in the process of setting up Approval Framework in development, 9.1.  It appears that Approval Framework will submit the requisition to workflow prior to budget checking which would be a big change for our college.

I was wondering if there are any colleges that are using Approval Framework as designed for requisitions.  What are the benefits/issues of submitting the requisition into workflow prior to budget checking?  We would prefer not make customizations, but do not want requisitions going through the approval process if there is no budget.
