How do I personalize the "Privacy Statement" on the footer of the Oracle Applications Home Page to d

Hello,

I've been trying to personalize the "Privacy Statement" link in the footer of the OA web pages in R12 such that when a user logs in with a French language preference, the link displays a privacy statement document in French.  Similarly, when a user logs in with English preferences, the document is displayed in English.

I've been able to find what I think is the spot to personalize the link but the personalizations do not seem to switch between languages with the language preference selected.  What am I missing?

Any help would be appreciated.
