What are the steps in connecting to a EBS Suite (2 node apps load balanced and 2 node RAC database)?

What are the steps in connecting to a EBS Suite (2 node apps load balanced and 2 node RAC database)?. I would like to know the exact steps involved in getting connected apps to the database, what is the significance of .dbc file? If it's used during the connecitivity, why the JDBC_URL has hostname instead of VIP
