SitePlan approval dependencies?

Am I misunderstanding things or are you unable to have new 'in-progress' pages in the placed pages section of the siteplan tree?

Example using avisports in JSK:

Setup delivery target (did an export to XML target in this instance)
Publish everything to the target
Edit Running page title
Publish Running page - as expected, this is the only object which needs approval
Create new page 'subpage'
Add Subpage to the siteplan tree as a child of the Running page
Edit Running page again
Publish Running page - page goes to the held queue and states that Subpage has to be approved as well
