Patch 9239090 - R12.1.3 Upgrade - Fails Processing jl8469071d.sql

Hello Support,

Applying 12.1.3 patch 9239090 to upgrade to 12.1.3, down to 1138 jobs, but now stuck on job jl8469071d.sql for past 10 hours.

Found "12.1.3 Upgrade Script Jl8469071c Running Forever (Doc ID 1311375.1)", attempted to skip this job by doing

adctrl option 4, to fail job, then option 8 to skip job.

Option 4 reported that it marked worker as failed, but the status did not change and the job appears to keep running.
