Windows Server 2012 R2 Oracle Client

While trying to install Oracle 11g client on Windows Server 2012 R2 machine I get

[INS-13001] Environment does not meet minimum requirements

and the logs contain the line :

SEVERE: CVU do not support target environment

The 12c client will install on 2012 R2  but I need to connect to an older Oracle database , does anyone know if there is a plan/date when the 11g client will be compatible with Windows Server 2012 R2 ?
