Procurement Contracts - Printing Comments\Attachments Only

Is there a way to have a user go to Procurement Contracts > Add\Update Contracts then click on the 'Edit Comments' link so they only have access to click view all in the Comments section and are then able to view & print the associated document?   We don't want this user to have the ability to actually update the contract or associated details but just print the associated documents.
