OHRF_AverageRateBasedOnLumpSum OvertimeRule Set

I have a client who has commission pay which per the Department of Labor needs to be considered in the calculation of the overtime rate and I can't get the system to work according to the DOL requirement.  I am using the Overtime Accumulator Rule of OHRF_AverageRateBasedOnLumpSum and here is how it is supposed to calculate:

Hours Worked = 46

Hourly Rate = $16.00 per hour

Commission Pay = 200.00

Hourly Rate x Hours Worked + Commission Pay = Gross Pay

Gross Pay/Hours Worked = Average Hourly Rate

(Average Hourly Rate/2)  x 6 = OT Gross Pay

Gross Pay + OT Gross Pay = Total Pay

So a calculation would look like this:
