Using OTL and Grants Accounting module

Hi

I checked the Webinar on Grants Accounting R12 setups delivered on June 12, 2012 by Debbie Pegram and I have the following question:

I noticed on Page 34 that OTL does NOT work with OGA.

Could you please explain the justification why this module works with PA and not with OGA ?

What is the solution then to integrate timecards ?  Can it be entered in the OGA module ?  Are there some other products/modules to perform mass entries ?
