How Rejected items is transferred?

Hi all,

With the reference of attached snap; we are able to transfer the rejected items in inventory. While we are expecting that system should not allow to transfer rejected items.

Please guide if we are missing any setup check or it's out understanding issue with respect to intended functionality.
