IP&COE- what if Custom menu and Business Rule Property Manager setup

Trying to generate COE recommendations I have come to the following problems:

In IP domain in Fusion client, the "what-if" custom menu gives the following error when executed:

"ERROR: Cannot process MenuEvent - WorkbookException: java.lang.ArrayIndexOutOfBoundsException: 4"

with log:

Error at Line:2, token:[OPENTAGBEGIN]Unbalanced ELEMENT got:head expected:link
