EBS R12 autmatic failover

Hi All,

Currently we are running EBS R12 with DB 11.1.0.7 with ADG.

If anything happens to Primary database then switching to Standby database and re-configuring (cmclean,auconfig,starting apps) the  EBS tasks take 45 mins to bring up the application back.

Is there any way to configure EBS to switch automatically to Standby DB when primary DB crashed or without restarting and re-configuring EBS how to connect to Standby DB?

Customer don't want to use RAC, so apart from RAC what is the possibility available to achieve zero downtime of EBS while primary DB crashed happens?
