Restricting Managers Access to Sub-ordinates Personal Data for Employees in One Country

We allow all managers globally to view their Employees Personal Information (Address, Phones, Date of Birth etc.) which in turn means a senior manager in the UK (for example) will be able to view all their sub-ordinates data from countries outside of the UK.  In Germany managers will not be given access to Employees Personal Information and they have explained that legally a manager in the UK must not see this data either.  Of course the Manager Self-Service responsibility allows a manager to see their whole supervisor hierarchy using one responsibility and by default a senior manager with a German
