Corrupted local table spec

Hi, can somebody help clarify my doubts below :

From the JDE log below ,  what is meant by TAM using RDB ?  Does it mean the spec metadata file is stored in relational database Eg, MSSQL, etc...

normally "Can't create global table spec For xxx table"  is refered to corrupted spec table...all need to do is do a package build/deploy....My user tried for update package build but failed somehow whereas going for full package build/deploy it was successful...any reason why in this scenario ?
