not allow to submit when employee enter percentage = 0

Dear,

Currently I enable "Manage Personal Payment method" on SSHR for employee to change priority of their payment method ( you could set priority=1 to cash or bank).

then I click on "continue"-->"Submit"

my problem is after then the payment method that has priority=1 has percentage =0 because by defauld it is 0 and employee forgot to change to 100.

do we have the way to push employee to enter percentage=100 and if percentage=0 the system will not allow to submit ?
