RTV opens closed POs

Hi

We have 11i. We have found an issue in closed POs. When ever we have creted return to vendor for small quantities(1 to 25), the closed PO turns to open and create supply in planning for these small quantities. It is confusing supplies to supply these few quantities. How can we avoid this ? is there any work around stop closed POs to Open for these issue. Anyone face this kind of situation can share the soultion would be appriciated.
