Unable to run autoconfig (11.5.10.2) on application tier after characterset (utf8 to al32utf8) migra

Unable to run autoconfig successfully on application tier after performing character set migration from UTF8 to AL32UTF8 and 11.2.0.4 upgrade on our applications db.  I ran DMU and fixed lossy data, then performed expdp 11.2.0.3 db and impdp into a newly built 11.2.0.4 AL32UTF8 database.  I've updated the context files to the db tier and the application tiers.  Autoconfig runs fine on the db tier, however when i try to run it on the applications CM tier, it errors saying it cannot create the listener.ora and tnsnames.ora files.  When i try to connect to the db via the application tier,
