PO Communications Output does not get new default Document Type Layout

We revised the document template for Standard Purchase Order PDF printout but did not define a new Template under XML Publisher Admin.  We just uploaded the new template and used the existing Template Name.  Problem is, when we run PO Output for Communication (without Document Type Layou parameter), it still gets the old template.  But if we run it and specify a Document Type Layout parameter in the concurrent program, it will get the newly loaded template.  I believe the program should get the default template from Purchasing Responsibility > Setup > Purchasing > Document Types > choose Standard PO > Document Type Layout and it does not have to be specified as a parameter.  We
