Transfer Charge with negative %

We have a business case where Inter-Org transfer from IO A to IO B requires that the Transfer Charge be negative.

We define the 'Transfer Charge' in 'Shipping Networks > Transfer, Distance' window. However, Oracle does not allow to enter negative values in the 'Predefined %' field.

If anyone knows how to handle this business case, please let me know.
