How can i add requirements sections to closed RFQ in Oracle Sourcing

Hi Guru's,

I am facing a issue regarding sourcing module.

RFQ  is closed and locked.Purchase order is also created and closed.

Now RFQ dosenthave "Manage Requirements" in Action list.

How can i add the Requirements section.

is it possible to add Manage Requirements to Closed published RFQ.

Please give  all detais which one can do or can not do  about Sourcing RFQ .
