ORA-01000: maximum open cursors exceeded event is reported in Repository database

I have got EM12c version 12.1.0.3 installed with 11.2.0.4 repository database.

Incident Manager is daily reporting ORA-01000 error for the repository database.

I actually increased the open_cursors parameter to 1000.

The event alert still does not go away.

I can also reproduce the issue as follows:

From the Database home page, clicking on Cluster Database --> Monitoring --> All Metrics, when I select "Tablespaces Full" metric,

I get this error

ORA-01000: maximum open cursors exceeded

oracle.sysman.emSDK.emd.comm.MetricGetException: ORA-01000: maximum open cursors exceeded

Any ideas why this is happening?
