Defaulting Instructions to show entire content

Our business would like to provide long list of instructions on the reconciliation. When we do that, the instructions by default are compressed and the user has to click on show more to view the instructions. Is it possible to default full list of instructions. Users can then click show less should they so desire. Please see attached screenshots of current behavior as well as desired behavior.
