Applets not rendering properly in Open UI in IE9

I have taken Service Request Detail view and added 1 additonal custom applet to the default view. I am using a custom template for the applet and the view. My additonal applet had a PR and PM to diplay multiple URL's in tabs.

Whenever there are 2 applets the applets will not get resized. But whenever a third applet is added to the view. The additional custom applet starts resizing. Wanted to know the root cause and if there are any work around available.

The issue is not happening on IE 10 or Later browser or Chrome. It happening only in IE9. Need to know the root cause for this issue and any solution will be greatly appreciated. This issue is reproducible in sample also.
