Creating new standby from existing backup

Hello Team,

Is it possible to create snapshot standby from existing production RMAN backup? The oracle database is 11.2.0.3 in source and has existing physical standby. The source is live system which might have I/O issue if we initiate rman duplicate from primary and there is network constraint from existing standby which cannot be used for rman duplicate from active database. Can we use the existing Level 0 & Level 1 backups of the primary to create a snapshot standby in new host? Please suggest.
