Creating a Packaging Formula

Hi;

When create packaging formula; system require to enter the packaged item itself as product. Does it mean that if Item is available in the inventory in two different packing of 20 bags and 25 bags than we have to creaet two items for each packing and same apply in packing formula i.e two packing formaul; please clear understanding.
