Funds check result is 'Budgetary control failed due to incomplete transfer of data' for all project

After upgrading our instance from 11i to R12 the funds check for all projects fails with "Budgetary control failed due to incomplete transfer of data" allthough there are enough funds available.

I've run 'UPG: Upgrade Transaction Attributes' already but it didn't help. What else can I do?
