Error -3 when installing Sites in ImportCatalog

I have an existing Sites v11.1.1.8.0 installation, and I am trying to run the installer again to add the AviSports sample site. I run through the screens (checking the box to add AviSports, but nothing else). At 78%, it fails with the following messages:
