Work order start dates and work order operations start dates

Since the WO start date is back scheduled based on the hours setup in the branch/plant constants F3009 and the WO routing operations are back scheduled based on resource units of the work center the WO start date and the operations start date can be out of sync.  What is the best method for updating the WO start to get the 2 start dates in sync?
