MAJOR UPDATE: Siebel Upgrade Lifecycle Advisor

The Siebel Upgrade Advisor has been rewritten, and updated for the latest Siebel releases and upgrade processes.
This is a major refresh for the advisor which we completed and rolled-out into production on May 12, 2014.

The previous title was 'Upgrade Advisor: Siebel from 7.8.2 or 8.0 to 8.1.1'

The new title is 'Upgrade Advisor: Siebel from Earlier Releases to 8.1.1.x or 8.2.2.x'

The Document ID has not changed, and is still Doc ID 259.1.
