Getting error 12.1.2 and 12.1.3 with patches - 11883970, R12.GHG.A and 13106906.GHG.A

Hi,

On EBS R12.1.3 and need to enable Oracle Environmental Accounting and Reporting functionality.

I've followed Oracle Environmental Accounting and Reporting Release Notes for Release 12.2.3 (Doc ID 1604840.1)

Getting error 12.1.2 and 12.1.3 with patches - 11883970, R12.GHG.A and 13106906.GHG.A
