Oracle sourcing RFQ is Closed and locked status.user enter new round .it is going to republish.

Hi Gurus,

Oracle sourcing RFQ is Closed and locked status.user enter new round .it is going to republish.but user doesn't want to republish.the actual requirement is user did not add requirement section in this RFQ.But suddenly he did new round and the status is changed for the RFQ is Round completed.and the new draft RFQ created.

right now the requirement is it has to get previous status closed,lockeed.  So can you please provide the solution
