Does BI Publisher have a plugin for Eclipse (a JAVA IDE)?

I am going to be using BI Publisher from within OBIEE to produce reports for a new JAVA system that we are buying.  I would like to know if BI Publisher has a plugin for Eclipse (a JAVA IDE)?  I am told that this is a good thing.  Does JDeveloper have a plugin for BI Publisher?

I am not a JAVA programmer yet. and basically i would like to know which IDE, JDeveloper or Eclipse, works best with BI Publisher.  Or simply which IDE, JDeveloper or Eclipse, works best in a JAVA, OBIEE, Oracle 11g database environmet,

Any information that you could give to to me would be greatly appreciated.
