Difference between ReindexDomain and OptimizeDomain

Can anyone tell me the difference between ReindexDomain and OptimiseDomain?

I understand that OptimiseDomain cleans the stale data and ReindexDomain reindexes all of the dimensions of a hierarchy ( -hier option) based on reindex condition check. Is that correct?

How can I define the reindex condition check?

Is it using dimensionMgr utility? For eg dimensionMgr -d . -dim week -reindexThreshold 750.
