Trying to use duplicate database from Active database, but static registration with the database lis

As a requirement of using duplicate database from active database, is to make static registration of the instance to the listener, it keeps showing status UNKOWN and its not picking it up.

Database version 11.2.0.3

Database Name PPRD

Lsnrctl status:
