Is there a way to restrict an item from being shipped with another item?

We have a requirement arising from the UK Dangerous goods act to ensure that an item is not shipped with other items (For the purposes of example lets assume we don't want to ship gunpowder with matches)

It is perfectly acceptable (and indeed normal) for the item to be ordered with other items

All of the functionality I have found thus far relates to restricting Item / Customer combinations (At Order Entry)
