R12.1.3 - How to stop cost collection against project assets which were capitalized in the previous

We are on r12.1.3. We capture CIP costs in Projects and then they are interfaced to FA. We have regulatory requirement to now allow cost collection against project assets which were capitalized in the previous financial year?
