Generating Late Charges based on percentage with minimum amount

in Receivables - EBS (MOSC) Question

Hi:

Our requirement is to generate late charges at 5% of the total balance.  However, if the 5% of the total balance is less than the minimum late charge amount (say $10), Late Charge should be $10.  Is this possible, if so, what setups need to exist.  Any help would be appreciated.  Based on the current setup, Amount based late charge is working.
