How to send notifications to 2 persons simultaneously

Hello,

I need help, to solve this problem.

How can I send notifications to 2 persons in the same hierarchy having the same requisition approval assignment ; they both have 50,000$ maximum?  (New control policy)

It looks to be working it the amount is over $50,000. Notifications goes alphabetically to one to approve than to the other to approve also,

But for amount les than $50,000 the notification goes to the first one alphabetically.

Is there a way to automatically forward it?    I cannot reassign because both have to see to notification and approve it.

We do not use AME.
