Deliver to Location on OSP Requisitions

We ar eon 12.1.3.

When a outside processing requisition is generated from WIP , the requisition has a location on it which is teh address for the inventory organiztaion where the WO was opened.Which setup is this location picked up from?

We have no Sourcing Rules.ASL,Quotations for the OSP items so the location is not getting picked from any of these or the supplier setup

We tried changing the location address defined in the Organizations form (Inventory responsibility)but that did not change the location on the OSP req so not sure where else this is pickedup from.Also checked the financial options under Purchasing setup for the default ship to and we have none defined there
