Creating Users consumes Licenses or Not ?

Hi,

For training purpose, I would like create and some users in My Oracle 11G Database and provide access to some specific table spaces and they need to execute some select statements thru Oracle SQL Developer.

In the above circumstances, licenses for the users is necessary or not ?

Hope I am clear on my above requirement.
