Require Secondary Cost Set/Type for Pre-Sales Analysis

Hello

We are in Average Costing and we require secondary Cost Set/Type which is require for Pre-sales Analysis.

Our requirement is that ;

1. Secondary Cost Set will not allow to Updates transaction

2. It should be updateable through Copy option from Primary Cost Set or Manual Update

3. It should be Editable

Is there any facility available in Oracle?
